Surah Al-Anbya 21:95

وَحَرَٰمٌ عَلَىٰ قَرْيَةٍ أَهْلَكْنَـٰهَآ أَنَّهُمْ لَا يَرْجِعُونَ

And it is prohibited to [the people of] a city which We have destroyed that they will [ever] return

Translation: Saheeh International

Tafsir

It is forbidden for any town meaning it is forbidden for its people which We have destroyed that they should lā yarji‘ūna the lā is extra return that is their return to this world is prohibited.
