Surah 'Abasa 80:9

وَهُوَ يَخْشَىٰ

While he fears [Allāh],

fearful of God wa-huwa yakhshā is a circumstantial qualifier referring to the subject of the verb yas‘ā ‘hurrying’ — this being the blind man —
